The law of Chukas was not engraved like
The 10 Commandments were engraved in the stone tablets. Obviously the 10 Commandments were of a higher order than the rest of written Torah. So, the mitzvah of the parah aduma is not on the higher level of the 10 Commandments, but similar to the rest of the written Torah, i.e. the other 603.
Perhaps the uniqueness of the mitzvah of parah aduma is not that it is higher than the other 603, or equal to the 10, but it is one of the most difficult to understand logically.
So, just like we can't understand the mitzvah of the parah, we can't really ever understand the others as well
