Re: I presume that this line is meant to be a question: how can this world be without a Gardener, it always has its’ gardener governing her, so what could the Ma’amar possibly mean?
The answer of course, as described in the RaMbaM (beginning of Hilchos Ta’anis Chapter 1, Halacha 3 [see there before and after]) that Hashem behaves in a way that gives the appearance of random, when in fact He’s ‘in charge’ then also. In fact Chassidus talks of the ‘Anochi Haster Astir…’ that in Golus Hashem’s governance comes from a higher5t albeit, more hidden level, than in the time of the Beis HaMikdash.
The same applies to the idea of there being ‘no gardener’ in His world…
