    A man is molesting children, what needs to be done?A halachic question usually has (at least) two sides to it.
    As in all areas of halachah, two cases may ‘seem’ identical and have different halachos. Why? This is due to a subtle nuance between them.There is a prohibition against mesirah (informing the authorities against a Jew).It is forbidden to inform against a Jew to the heathen authorities, whether (regarding) himself or his property. Now even should he be wicked, one entrenched in transgressions, causes grief and pains someone. Whoever informs against a Jew to the heathen authorities, whether (this be) himself or his property has no portion in the World to Come.
    When one anguishes and is cruel to the public, it is permissible to hand him over to the heathen authorities, to be beaten, incarcerated and fined. However, when this cruelty is to an individual, it is forbidden to hand him over.When this cruelty is to an individual, it is forbidden to hand him over.
    This is specifically concerning mere anguish, however, if he causes him monetary loss, certainly if he beats, physically (and for example sexually) abuses him, it is permissible.Juggling the severity of mesirah with each case of molesting, they are weighed halachically.Hagaon HaRav Kanievsky was asked what to do with a person who severely harms children and if they do not go to the police, that person will continue to harm?
