How could the Shimon & Levi suggest to Shechem to do a Bris? They are bnei noach, and commaned not to spill their own blood?

Excellent question!
You may want to add to that: a bigger question: how was Yosef able to demand from the Egyptians to do Bris Mila?
The Rebbe asks this question in footnote 32* and it says over there that the Rebbe expalined these two cases (Shchem and the Egyptians) in the Sicha of Parshas Voeira 5730 and Miketz 5731. The Rebbe has a phenomenal answer, and the great part of that is, that it is so simple that Rashi doesnt eeven have to explain it!!
As I mentioned in an earlier occasion, if I would bring evevrything that the Rebbe discusses in a Sicha I would be speakuing between 3 and 4 hours at a time......
