So since the true rotzo is to get close to Hashem, a person should avoid their desire to play a musical instrument or paint, dance, etc.

Every soul, even angels have rotza (desire) and shut (return, fulfillment)
Perhaps one can say that even Hashem has rotzov (desire, in His case, a desire to have a dwelling place below) and shuv (fulfillment, when the world deserves and receives Moshiach and the purpose of creation). Our job in this cosmic board game (cuz He was bored before creation?) as pieces on the board to bring Moshiach earlier than pre-ordained if we, collectively and cumulatively don't deserve it early
