Emotional and physical succor presupposes a relationship

    Always?

Perhaps volunteering to provide emotional or physical succor to a person with whom we DO NOT have a relationship is even higher because it's VOLUNTARY!?

Sure, before one gives to a spouse one must marry them and create a relationship. That's an obligation and detail that arises from the relationship. Same for us and Hashem

But one can give to another who is a stranger and with whom we have no relationship. There is no obligation to do so because there is no prior relationship  Giving tzedaka to a stranger is an example.

Perhaps giving WITHOUT a prior demanding relationship is HIGHER than giving because there is an obligation to do do arising out of that Relationship?

Can those who haven't done teshuva, who have aveirahs

    Coronate Hashem?

Or must the Coronator (each of us) must be sin free after having done teshuva?

Sure one must first coronate before accepting detailed individual laws, but must one do teshuva to be a sin free Coronator even before that?

So, on Rosh Hashana we must do 2 things

    1. As part of aseres yemai teshuva we must do teshuva like all 10 days.

    2. Unique to Rosh Hashana itself we must coronation Hashem.

Sure before accepting detailed individual laws one must recognize the authority of the leader, the constitution.

But Teshuva and Coronation at once?

One might think that one must be humble before and while coronating. Coronation means to submit to another. This requires humility, submission etc. But the concept of  teshuva is really another matter altogether unless one says that the coronator must be pure, cleansed of sin.  I.e. if coronation requires pure sin free coronators then there is indeed a relationship between teshuva and coronation.

Rambam didn't include teshuva as a numbered mitzvah

Because it's higher than all other mitzvos.

But....belief in Hashem, belief in Moshe and the Torah are ALSO higher than all other mitzvos and are also fundamental.
